There should be gold there from before the dam was built even in the minutest amount. People are great at extracting gold but when it reaches a point of diminishing returns the smart people move to a more productive area.
I will say that the 10/10 mark on the IBM pin translates to 1/10-10k Gold Filled. It's not a common mark, but occasionally you'll see 14/10 on a piece, which is 1/10-14k GF.
