I have a delegation policy that allows members of the help desk the ability to reset users passwords. But, newly created AD users are not receiving this delegation because they are not inheriting the parent ACL. To fix this, I can go to the security tab of a new user and check the option to inherit parent permissions.
By doing so I hope to achieve ability for users to connect to the server using RDS, and to avoid using active directory in the network (I'm to green for changing configuration of the entire network to make use of active directory).
